The European Union's normally placid interpreters are in revolt. They are convinced that they are going to have to bear the full strain of the next enlargement round.

The Commission has announced that it wants to admit 10 new countries at the beginning of 2004, increasing the number of official languages from 11 to 20. Of course, the increase in language combinations is geometric, not arithmetic: admitting Estonia will mean finding interpreters who can work from Greek into Estonian, Slovene into Estonian, Estonian into Portuguese and so on.

One way of getting around the problem would be to reduce the number of recognised working languages, but the smaller states have understandably refused to countenance this. Instead, a new report by the European parliament calls for a dual strategy to cope with expansion. First, more use of the so-called "relay" system, whereby speakers are translated into a single common language - almost invariably English - which is then interpreted at second hand into all the others. Second, a requirement that interpreters learn how to work into languages other than their mother tongues.

The interpreters have reacted to these proposals with unfeigned horror. The latest issue of their newsletter, Lingua Franca, is a sustained attack on the MEPs' scheme. The Finns, currently the only translators who have to work into foreign languages with any regularity, complain that they are being driven to distraction by the strain.

My sympathies are firmly with the interpreters. For one thing, they are about the only people in Brussels who actually work for their living. For another, the equality of national languages is one of the few remaining signs that the EU is an association of states, and not a state in its own right.
 

Above all, though, the generalised use of English by foreign interpreters is bound to have an adverse impact on the quality of our own language. Already, a ghastly Euro-English is growing up in Brussels: unadorned, functional and largely present tense.
 

This is mainly the fault of the British. Embarrassed at always being addressed in our own tongue, and determined to fit in, we tend to over-simplify our speech. Worse, we litter it ostentatiously with Euro-jargon, some of which is filtering back into Britain itself.
 


When, for example, before about 10 years ago, did you ever hear the word "subsidiarity"? When did we start saying "derogation" instead of opt-out or waiver? When did "competence" begin to mean jurisdiction rather than skill?
 

Even writing styles can become continentalised. After a few years in Brussels, one finds oneself using capital letters inappropriately, writing surnames in upper case throughout, signing letters at the bottom right. Last week, I actually caught myself addressing someone to his face as "dear colleague" - a horrible early sign that I may, after all, be going native.
