Esperanto La Komunumo agas en la limoj de la povoj kaj celoj donitaj al gxi per cxi tiu Traktato. En sferoj pri kiuj gxi ne ekskluzive kompetentas, la Komunumo agas, konforme al la principo de subsidiareco, nur se kaj kiom la celoj de la antauxvidita agado ne povas esti kontentige atingitaj de la Membro-Sxtatoj kaj do, pro la amplekso aux la efikoj de la antauxvidita agado, povas esti pli bone atingitaj de la Komunumo. La agado de la Komunumo ne transpasas tion, kio necesas por atingi la celojn de cxi tiu Traktato.
